DGCA may double 6-month notice period for pilots

NEW DELHI: A bitter fight has broken out among Indian carriers over the issue of 'old' airlines trying to retain their prized pilots and 'new' airlines aiming to poach them for their expanding fleets. Things have come to such a pass that the Directorate General of Civil Aviation (DGCA) is reviewing its over a decade-old rule of having six months' notice period for pilots. The old and established airlines have sought doubling of pilots' notice period to a year.

The DGCA has now sought individual views of all airlines. Highly placed sources say established airlines like Air India and IndiGo are in favour of one-year notice period, while 'new' airlines from the Tata Group like Vistara are against raising the notice period. Even some old airlines which are now going to expand their fleet are against the proposal for a year's notice period.

"There is differed opinion among airlines on this issue. Unfortunately nobody looks at this issue on the basis of legality. A final call will be taken after due dilligence by current DG B S Bhullar. His predecessors were not in favour of extending the notice period," said a highly placed source.

After rejecting nearly a fourth of its candidates — type-rated pilots certified to fly Airbus — invited for the ‘senior trainee pilot’ post on the grounds that they failed the psychometric test, Air India is now looking for holders of a commercial pilot licence, not specialising in a particular aircraft type, to fill the vacancies, a senior Air India official has told FE.

The airline, which has a mandate to hire 197 pilots for its Airbus fleet, had earlier invited only type-rated pilots for the vacancies. About 260 candidates made it to the first round of a simulator proficiency test, and 160 of them were chosen for an interview and psychometric test, the final hiring step. The carrier finally selected 78 pilots after they successfully completed the final round.

Type-rated pilots are those certified to fly a certain aircraft type, which requires training beyond the scope of the initial licence.
“The airline will now invite holders of commercial pilot licence (CPL) for the vacancies in its airbus fleet. It will begin advertisements for it by the beginning of next month,” the senior official said.

However, CPL holders who participate in the recruitment process will have to face a tougher interview schedule.

Becoming a pilot may be the most common childhood fantasy but the horror stories tumbling out of Indian airlines in past few years — led by the Kingfisher disaster — seems to be now luring fewer youths to the skies now. There has been a steady decline in the number of commercial pilot licences (CPL) issued by the directorate general of civil aviation (DGCA) in past four years.

While in 2011, DGCA issued 823 CPLs, the number dropped to 654 and 591 in the next two years. From January to June this year, only 383 CPLs have been issued, minister of state for civil aviation G M Siddeshwara told Parliament on Monday.

Aviation industry insiders say India has hundreds of unemployed trainee pilots, many of them CPL holders. As a result, the country has excess co-pilots, while there is a shortage of commanders.

There has been a long-standing demand from the unemployed CPL holders that Indian carriers must phase out all expat pilots they have on their rolls. In a parliamentary reply, the aviation ministry said 277 expat pilots were working with schedule and non-schedule airlines here as on March 31, 2014. Jet and IndiGo with 121 and 45 expats, respectively, led the list.

A predicted shortfall of 5,000 aircraft engineers in the next few years will stand any graduate of aircraft engineering in good stead in terms of starting their career, said Dr P.R. Balaji, dean, academic affairs, Nehru College of Aeronautical and Applied Sciences.

With the explosion in air travel and the need for tightly controlled safety regulations supplemented by the ongoing demands for better, more efficient and more economic aircraft, aviation graduates find themselves with a strong choice of options, he said.

“Every year, around 210 aeronautical engineers graduate from our institution in addition to the 75 aircraft maintenance engineers. As air transport is growing and at the same time aircraft and engine components are undergoing continuous improvement in terms of efficiency, material, processes and as fighter aircraft, helicopters and gas turbines for power sectors and marine require regular improvement, overhaul and maintenance, they would be in great demand,” he said.

A lot of job opportunities for aeronautical engineers are also available in countries like United States of America, France, the UK and Germany. Therefore, aeronautical or aviation engineers from India and all other parts of the world flock to these countries, he said.
